Dr. Patrick Marshall is a visionary leader, entrepreneur, and justice reform advocate committed to empowering marginalized communities. As the creator and founder of the College Collaborative System (CCS), he has revolutionized the integration of higher education and workforce training within the justice system, equipping incarcerated individuals with tools for successful reintegration.
Dr. Marshall's impactful work has earned him national accolades, including the Distinguished Service Award and Innovation Award from the Western American Correctional Healthcare Association in 2023. In 2024, he was honored as Change Agent of the Year by the National Conference on Race and Ethnicity (NCORE) in higher education. Due to the impactful content of the Emmy Award-winning special report’22 on “Reclusos reciben clases universitarias en la cárcel de Elmwood en Milpitas” aka: the College Collaborative System, which highlighted its transformative impact on justice-involved individuals through education and rehabilitation, Telemundo recognized Dr. Marshall as part of the Emmy-winning team
With a robust academic foundation that includes a Ph.D. in Public Safety: Criminal Justice, a Juris Doctor (JD), an MBA, an MLS, and both an MS and BS in Criminal Justice, Dr. Marshall continues to champion systemic change, diversity, and equity in justice reform and education.
Captain Gurpreet Gill
Captain Gurpreet Gill is a distinguished leader, entrepreneur, and correctional reform advocate with over 25 years of service in the Santa Clara County Sheriff's Office. Throughout his career, he has been instrumental in designing and implementing programs that promote rehabilitation and reentry success.
Capt. Gill has been a driving force behind trauma-informed initiatives, expanding career technical education and rehabilitative opportunities for justice-involved individuals. As a co-founder of the College Collaborative System (CCS), he has enhanced access to post-secondary education for incarcerated individuals in Santa Clara County.
His leadership has earned him the Innovation Award from the Western American Correctional Healthcare Association and a Certificate of Commendation from the Santa Clara County Sheriff's Department. Due to the impactful content of the Emmy Award-winning special report’ 22 on “Reclusos reciben clases universitarias en la cárcel de Elmwood en Milpitas” aka: the College Collaborative System, which highlighted its transformative impact on justice-involved individuals through education and rehabilitation, Telemundo recognized Capt. Gurpreet Gill as part of the Emmy-winning team. Additionally, as an adjunct professor in criminal justice, Capt. Gill continues to promote education and systemic change. He holds a Master of Business Administration and a Bachelor of Science degree.

Incarcerated individuals spent the summer participating in a variety of college courses at Elmwood Correctional Facility, from culinary courses to Auto 101. The program is a partnership between six Bay Area community colleges and the Santa Clara County Sheriff’s Office to offer these individuals skills and training—with the hope that once they leave the system, they won’t return.

Other programs include the College Collaborative System, developed and led by inmate rehabilitation manager Dr. Patrick Marshall. Through this program, Approximately 600 inmates are being given access to post-secondary education, rehabilitation and essential transitional services.
“In order to address the trauma, you have to get rid of the drama,” Marshall said.
Lt. Gurpreet Gill works in tandem with Marshall to ensure that the program meets all the safety and security requirements. Inmates regularly meet for instruction provided by six local community colleges currently offering 40 courses, from general education to career technical education programs.
